Matauranga Maori Research Hui: Turanga Whenua, Turanga Wai, Turanga Tangata Project

​Aim: to scope a tikanga-based research brief  to be carried out into the storage of freshwater and the use of recycled water.

Members:  Ian Ruru, Nick Tupara, Thelma Karaitiana, Karen Pewhairangi, Manawa Ruru, Joanne Pere, Katrina Brown, Tania Downes, Karena Toroa, Bella Hawkins, Kara Mackey, Thomas Akuhata, Angus Ngarangioue, David Hawea and Charlotte Gibson. 

Hui Date/Venue: 9am – 1.00pm 26/7/19.  TROTAK Board Room on the 3rd floor of the Nga Wai E Rua building on the corner of Lowe and Reads Quay (above the Maori Land Court.  Entrance via the Lowe Street).

Disclaimer (Background): This work does not pre-empt any cultural assessment impact work that individual hapu or iwi may want to undertake if or when any water storage is sought in a particular area or the AUD projects are confirmed and need to be consented.  That is a separate process.

This current process is simply aimed at tangata whenua directed research to understand and ensure a tikanga based approach to any water storage, waste water treatment and use of recycled water. 

Preparation: In preparation for the meeting Ian will collate and pre-circulate information on 19/7/19 which is focussed on:

1. What is a tikanga based approach to water storage?
2. What is a tikanga based approach to cleansing waste water?
3. Once cleansed, what are the uses for that recycled water from a tikanga perspective?

From the Tangata Whenua hui held over the past month the common view is summarised as follows:
  1. No discharge of any waste water in to the moana;
  2. Separation of the mortuary waste from other waste water and separate discharge to land;
  3. Further treatment of the non mortuary waste water;
  4. Discharge of the non mortuary waste water in to separate land based option;

The concept presented was a reed thick wetland which does not allow birds to land but can sustain tuna.
Is this the only option? 

​What are the other options that can be used in the Turanga environment?  This needs to be researched.


(i)  Rotorua has been discharging to forest since 1991 but that ends this December 2019 due to objection from Tangata Whenua.
  1. Research in to the use of the recycled water which includes:
  2. What is the chemical make up of this recycled water?
  3. What are the uses of this recycled water?
  4. What can be done to get the recycled water to Class A or higher?
  5. What is the cost for this?
  6. Will domestic or international markets take produce that uses this water?

Outcome of Hui: A tikanga based research brief for water storage and separately the cleansing of wastewater with potential re-uses and associated research questions that need to be addressed.
